Calendar Delegation?

Is there some ability to get calendar delegation, as described in Cpanels docs here:

I don't see anything like this in cpanel, nor any option in WHM to turn it on.

To be clear, the end goal is to allow authenticated R/W access to a calendar without that authentication being able to access the parent email of same.

Sorry, that is not currently available. As noted at the top of your link, it requires the "Calendar and Contacts Server" plugin. Installing this is not feasible in many cases because it removes existing calendar and contacts functionality in Horde and Roundcube. In the latter case, its not imported to CCS either, basically resulting in inaccessible data until CCS is uninstalled.
