The completed support for Ruby on Rails will not be available until stage 2 of the cPanel version 11 updates from the cPanel developers. A stable stage 2 version is currently scheduled for release on September 26th but they missed their initial stable stage 1 date by a couple of weeks.
Once the stable stage 2 is released we'll certainly be testing it to see how well it works and we'll proceed from there.
