The Planet has just confirmed that they are currently experiencing network problems. Like before, not all users are affected but many are. I will post further updates as I have them.

As a note, were are entirely in DLLSTX2 and TippingPoint maintenance has been announced and will be posted shortly.We've had some issues with the TippingPoint systems, and have been forced to bypass them to restore things to normal. The DLLSTX5 and DLLSTX4 datacenters should be back to normal, with the DLLSTX2 datacenter being finished in a few minutes.
Let me emphasize that the network has not been down, but service was degraded during this time. If you are experiencing sub-par performance and your server isn't in one of the datacenter's I mentioned earlier, then it is probably still related to the TippingPoint issues. I'll post an update once DLLSTX2 is bypassed.
