      So, is this a commercial site? I'll talk about that too.

        Could I say, like "If you are under 18 years old, a parent must sign up for you" sort of deal?

        And in an "Agreement of Services" state that, if its a minor and
        the parent is signing up for them, the parent MUST validate all requests
        for additional / modify current services? As well, that a parent's email address
        MUST be provided and they'd have full access to detail's of the minor's acct? etc.

          Basically COPPA has to do with what personal information you collect and how parents can get you to delete it. Cheapest way to comply with COPPA is not to do business with children online.

          I'm no lawyer Jonathan I just brought it up because it looked like you could be attracting some underage traffic. Since you want to be more professional this is one of things you need to be aware of and consider when building a site. Even if it's just to advise the client to talk to their lawyer.

            Hmm; I think I'll just put--

            "Must be at least 14-years of Age, with the consent of an parent,
            or over 18 to buy services; in the cause of "minors", a parent may request
            details of the child's account, and/or cancel, and/or incure any fees generated by said minor;
            Additionally, while we never disclose any information submitted, we will
            take extra care with "minors", i.e. those of 14-years of age to 18-years of age."

            That'd cover me good, I'd think,
            since the COPPA states a "child" is 13-years or younger.
            That and most the games I'd be working around are rated T or M
