Proper way to specify IP address to subdomains

Adding and deleting a DNS zone no longer works for me, is there a more proper method outside of cpanel/whm?

I believe you have to request access to edit DNS zones by submitting a trouble ticket - If you've had access before maybe this showhow got switched off?
