FTP problem with new XP computer

Hello all. I have a friend/client who cannot connect to his site on cpanel 05 (or any other, for that matter). I have tried to help but nothing helps. If anyone knows anything please chime in and let me know. My friend is a seasoned computer user and is a programmer too. Here are his communications concerning the problem:

I've been extremely frustrated for the last couple of weeks because I haven't been able to get FTP working on my new computer. I've tried everything in the help page for that error (http://www.smartftp.com/support/kb/index.php/58), and even downloaded a couple more FTP programs, but they don't connect, either. Any suggestions?

And it's not just that web site. I get the same error trying to connect to my RoadRunner site as well.
Apparently a number of other people have had the same problem, because there are several postings on the SmartFTP site describing the same symptom, but none of the suggested resolutions works for me.

Yes, McAfee came on the PC. I used ZoneAlarm on the old one. The McAfee firewall has a setting to select applications that are allowed to access the Internet. All three of my FTP programs are in that list. The only setting to block or allow IP addresses is for incoming requests.
As an experiment, I just turned the firewall off. I still got the same error.
Here are all my notes on what I've tried:
I get connection errors trying to connect to my web sites or to public FTP sites with SmartFTP. After the message
Socket connected waiting for login sequence.
I get Connection timeout. No response from server. (if I'm connecting to one of my web sites)
    or
An established connection was aborted by the software in your host machine. (at public FTP sites)
I have the same problem with both of my sites and all of the dozen or so public sites I've tried in the Favorites menu.
I've tried specifying the IP address instead of the URL.
I've tried with the McAfee firewall enabled and the XP firewall disabled,
with the XP firewall enabled and the McAfee firewall disabled,
    and even with both disabled.
I've run AdAware and quarantined all the cookies it found.
In addition to SmartFTP, I've tried FileZilla and Core FTP Lite.

Is he @ home, is he behind a router, on a NAT, or is he @ school (ie edu) behind some funky firewall? None of that was ever mentioned. Also what is his ISP ? Dialup/Cable/DSL/Wireless ?
Hosting at Dathorn since March 2003!

      More info

He's at his home in North Carolina. ISP is something like "carolina.rr.com".
He used to be able to use ftp with absolutely no problem with his old computer. Then he got the new computer. That's when the ftp problems started.
The only firewalls are the ones he mentioned (quoted in my post above), MacAfee and the Windows firewall that he experimented with.

Maybe he has the new Windows Firewall enabled as well? On my XP system, it sometimes gets turned back on, even though I am running ZoneAlarm. Causes some problems (although not FTP or port 21 problems).

It could be something with his ISP. Do this Google search and you'll see about a dozen hits for FTP problems with Roadrunner:

It could be that Roadrunner in his area is trying to block port 21 to keep people from using their residential ISP service as a permanent file server. A lot of people suspected them of it last summer, but as far as I know, the problems just went away after a while. He could call and check with RR and see if they are blocking ports (I KNOW they block the SMTP port now to prevent spam).

Having the same trouble here... from home cpanel16 doesn't connect, but cpanel32 does. From work (same ISP) cpanel32 and cpanel16 both work.

Using the same OS / ftp clients, no firewalls, both NAT. Any ideas?

          Cheers,

          Kieran
