FTP outside of public_html

Is there a way to create a FTP account that opens a folder not within public_html? Is there a way to not have to append the @mydomain.com to FTP account names?

I think all FTP accounts created are going to be in the /public_html at least

No. That is the way cPanel works. The only way is to create a cPanel account.
