SpamAssassin: Not as good recently?

When I first switched to Dathorn I turned spamassasin on and it caught almost 100% of my spam. For about the last 2-3 months it is letting more and more through. Couple questions to everyone:

1. Anyone else seeing this?
2. What can I do to report spam that makes it through?

I've looked over the SpamAssassin web site, but can't find concrete info on how to report spam.

Also, SpamAssasin appears to be rating a few messages but not filtering them. For example, I've set my rating to 4.0, and I pulled this from a message that got through today:
X-Spam-Status: No, hits=-4.8 required=4.0 tests=BAYES_00,HTML_MESSAGE
autolearn=ham version=2.63
X-Spam-Checker-Version: SpamAssassin 2.63 (2004-01-11) on cpanel31.gzo.com

It looks like it got a rating of 4.8, but was not filtered.

I've also noticed this. I've been reporting them with the help of SpamCop.
