Can't find archived logs

I can't find my archived logs. In cpanel I have the check mark by the "Archive Logs in your home directory at the end of each month". But when I back out of the public_html directory, there is no "logs" directory, which is normally where they should be. And when I download the raw logs directly from cpanel, I get a file that is 1K, far too small to be anything. Is there something I'm missing, or is something screwed up?

I created a folder call logs in the root folder for us / and then the files automatically created themselves there.
