command line access to a standard UNIX type patch application

do i have this? how do i get to it access it? i am trying to run the patch file for phpbb

If you are buying from Dathorn directly, you do have SSH (secure shell) access, and can enter linux commands from within the shell. You need a program like Putty to get to the command line.

SSH will also have to be enabled for that account. You can do this by modifying the account's package in WHM.
