Well, Apache is down then you cannot access your web page and if FTPd is down then you can't connect via FTP.
Are those both true? Many times cpanel takes quite a while to update those indicators even though the services are up and running just fine. Most often this happens after a restart.
Please do not take 100% faith in the WHM service status, it is not live. If you are having a problem, submit a trouble ticket. Posting here does little good.
This is currently being worked on and it should be back online shortly. Some how the cPanel backup system continues to mess up the filesystems mounts every morning which we're trying to find a solution for rather than have this same downtime every morning.
Yes it is and we are working to get it back up as quickly as possible. This server should be upgraded to our new system within the next week or two at which point none of these problems will be an issue anymore but we're still working to correct them (permanently) for now.
