Streaming video

I'm still very new at this.
I am hosting a site for a church and the pastor wants to have videos of his sermon online. I have seen the posts that "streaming video" is prohibited but then I see "streaming" is okay in other instances. I understand that true streaming is running from the server and the "pseudo-streaming" is actually the file playing as it downloads.
If someone could take the time to give me a few tips or send me in the direction of this information, I would really appreciate it.
Is anyone else doing something like this? What format works best? What are the downfalls? Your suggestions?
