phpMyAdmin problem

I have recently tried to use phpMyAdmin offered in cPanel 11 for one of my domains. It won't let me create a new database. Under "Create new database" it says "No Privileges". I am logged in as the primary user in my cPanel. Is this normal? What do I need to do to fix the problem? Thanks!

That is perfectly normal. MySQL databases have to be created directly via cPanel.
