Account Suspension

When I try to suspend a user's account I get the following:

"That domain has been locked by the root user. You cannot unsuspended them"

It seems they've already been suspended? Anyone know anything about this? Thanks.

That would mean that we have already suspended the domain. Please submit a trouble ticket if you require further assistance and provide us with the domain in question.
