phpMyAdmin - no privileges!

When I login to cPanel and go to phpMyAdmin
I see "No Privileges" under Create new database section!

What's wrong? So, I can not create a new database.

I login with "no root" account. But if I login with root
account I get the same message!

Please help.

Databases must be created directly via cPanel, not phpMyAdmin.

Also, please do not create multiple identical threads.
