    make sure its double opt-in

configure it to send from 3am-6 am CST and make it pause between batches it should be ok

Possibly ergo. Your best bet would be to have it send 10 e-mails, pause for 10 seconds, send 10 more, etc.

hmmm goop option but hard to be done from php level, i could think about some solution incorporating phpmailer class, sql fetching and sleep(), but hard to tell if it would work ,besides i dont have an option to test in in artificial environment, ill hold for now with newsletter.

The problem that I'm getting at with that suggestion is that even 100 e-mails sent instantaneously will cause a bit of increased load on the server. Now if you do this 23 times for a total of 2300, this is going to be detrimental to the server.
